RFP for AUTEC Electrical Load Shedding / DRU Implementation

BRPH Architects – Engineers is a 50-year firm headquartered in Melbourne, FL http://brph.com. We are currently working on a US Navy project that was originally designed by another firm using ACLARA’s Two-Way Automatic Communications System (TWACS) as their basis of bid. Unfortunately, the project was tabled in 2010 due to funding and only advanced to the 35% design development (DD) level. The original Engineering firm is no longer associated with this effort.

The current SOW is at http://www.peakload.org/resource/resmgr/Docs/SOW_150402.pdf. BRPH has been contracted to provide the design for a Load Management System (Load Shedding); project scope, BOM, cost estimate, projected energy savings, return on investment and DD-1391 form.

“Perform a study and provide a detailed report to the customer indicating what shall be required to provide and install the Load Management Systems as described in the Statement of Work at AUTEC.”

BRPH has conducted a recent on-site survey of the proposed target buildings along with the existing electrical and network infrastructure.

The existing network infrastructure and network equipment (cabling, switches & wireless access points) are owned and maintained by PAE (a contracting firm with a 5-year contract). This may be an obstacle if PAE is not willing to allow the Navy to use their existing backbone infrastructure and/or network to implement communications between the new server/software and each of the Demand Response Units (DRU’s). A few base facilities have fiber optic cabling, some have 25-pair copper cabling and some have wireless access points. I need a better understanding of the communications requirements between the software and DRU’s.
