NARUC Staff Subcommittee on Rate Design Seeks Input

The National Association of Regulatory Utility Commissioners Staff Subcommittee on Rate Design is seeking input via a survey as it prepares a manual on distributed energy resources (DER) compensation. The survey will be available from March 28, 2016, until April 29, 2016 through this link: https://www.surveymonkey.com/r/Y9D7Q7M.

The NARUC Board of Directors established the subcommittee by a resolution in November 2015 in response to the growing complexities and interest in rate design, along with the breadth of available rate design alternatives facing State Commissions.  The subcommittee serves as a forum for regulatory staff to discuss the many rate design approaches, experiences, ideas and their connection to cost causation and the development of appropriate price signals.

As noted by NARUC President Travis Kavulla in his installation remarks at the November Annual Meeting, “…the subcommittee will work to create a practical set of tools—a manual, if you will—for regulators who are having to grapple with the complicated issues of rate design for distributed generation and for other purposes.” We invite not only identification of the most important methodologies, but your opinions about why they are valuable.

The draft DER manual being developed by the subcommittee will be available for discussion at NARUC’s Summer Committee Meetings in July. To ensure that the subcommittee has access to essential information, methodologies, perspectives, challenges and resources, it is using a survey to collect information from a range of stakeholders.
