You have undoubtedly heard the catch phrase “Elections Matter” to describe the results of political battles between the Left and Right. The winners of presidential and congressional elections not only decide which issues are on the political agenda, they also shape the outcome of that agenda by exercising their Constitutional authority to make and approve judicial, executive and administrative appointments, boosted by having popular opinion behind them.
