FY 17 Technology Innovation Funding Opportunity Announcement

The Bonneville Power Administration’s (BPA) office of Technology Innovation (TI) sponsors an annual Funding Opportunity Announcement (FOA) for research and development projects based on BPA’s strategic needs. BPA intends to issue its FY 17 TI Opportunity Announcement BPA-0003602 on or shortly after March 1, 2016 with a two phase application and review. Phase One concept papers are due March 31, 2016 and Phase Two applications due May 1, 2016.

A requirement for an acceptable technology innovation application is that it fulfills BPA’s objectives to be a leader in the application of technologies that provide benefits to BPA, its customers and the region. Project sponsors will need to demonstrate that submitted projects are meeting the challenges of BPA. Consequently, the proposed projects would need to benefit BPA (directly or indirectly); though supporting research can draw from a multitude of informational and technological resources worldwide.

This FOA will seek applications from all interested parties; including corporations, universities, non-profits, as well as the national labs. BPA is interested in projects that investigate the R&D programs identified in the following technology roadmaps:

- Collaborative Transmission Technology Roadmap (including addendum and appendix) (March 2016)

- Demand Response Technology Roadmap (March 2015)

- Power Generation Asset Management Technology Roadmap v.2 (March 2016)

- Energy Efficiency Technology Roadmap Volumes 1, 2, 4, 5, 6, 7,8 and appendixes (March 2015) and Vol. 3: Lighting (March 2016)

BPA anticipates awarding multiple financial assistance awards in the form of cooperative agreements with $3.0 – 3.5 million in new funding available. The estimated period of performance for each award will be approximately 1 to 3 years with new projects beginning in Fall 2016 (no sooner than October 1st).

This notice is being issued so that interested parties are aware of the BPA’s intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. BPA will not respond to questions concerning this Notice. Once the FOA has been released technical questions may be addressed to [email protected]. BPA plans to issue the FOA on or shortly after March 1, 2016, via the BPA Exchange website (https://bpa-exchange.energy.gov/). When the FOA is released, applications will be accepted only through BPA Exchange.

In anticipation of the FOA being released, applicants are advised to register and create an account in BPA Exchange at https://bpa-exchange.energy.gov/. This account will allow the user to register for any open BPA FOAs that are currently in BPA Exchange. It is recommended that each organization or business unit, whether acting as a team or a single entity, use only one account as the contact point for each submission.
