CPS Energy Issues a RFP for an Energy Efficiency and Conservation Program

The City of San Antonio, acting by and through its City Public Service Board (“CPS Energy”) issues this global Request for Proposal (“RFP”) for energy efficiency and conservation programs in support of the next phase of its award-winning Save for Tomorrow Energy Plan (“STEP”) program: FlexSTEPSM.
STEP began in 2009 to empower customers to manage their energy through energy efficiency, weatherization, demand response and the adoption of both rooftop and community solar with a goal of saving 771 Megawatts (“MW”). This goal was achieved early and under budget in 2019 with 845 MW in energy savings. In January 2020, the CPS Energy Board of Trustees and the City of San Antonio City Council extended the STEP Bridge program for an additional year with a target of 75 MW in energy savings. In January 2021, the City Council approved an additional extension until July 2022 to allow additional time to recover from COVID-19 related program impacts and continue gathering public and stakeholder input for FlexSTEP.
CPS Energy’s vision for FlexSTEP is to combine the proven and tested, award-winning STEP program with the forward-focused, low-carbon vision of the Flexible PathSM. In advance of this RFP, CPS Energy identified desired programs and technologies by seeking out a broad range of stakeholder and community feedback from multiple points of view and diverse objectives. CPS Energy is expanding the focus of FlexSTEP to include both energy (kilowatt-hour or “kWh”) and demand (kilowatt or “kW”) savings in our targets. In or around the Fall of 2021, CPS Energy plans to seek the CPS Energy Board of Trustees’ and the City of San Antonio City Council’s approval of FlexSTEP.
CPS Energy is soliciting proposals (“Proposals”) from qualified and experienced companies (each a “Respondent”) to provide responses covering multiple energy efficiency and conservation programs (collectively, the “Programs”) separated into two Program sections: Tried and True (“Part A”) and the Innovative and New (“Part B”). These Programs represent key components of CPS Energy’s FlexSTEP, which is intended to be the next step on CPS Energy’s Flexible Path.

Eversource Energy is seeking a Supervisor of Energy Efficiency - Active Demand and DERs. This position is responsible for supervising a team of Energy Efficiency Consultants responsible for engagement with manufacturers and suppliers of energy-saving products and services across all three states. Responsible for effective execution of channel strategy and managing the energy efficiency portfolio for associated team to achieve goals. Responsible for engagement with internal stakeholders including, sales team, implementation team, and evaluation team. Regularly interacts with customers, regulators and/or other stakeholders.
Essential Functions:
- Directs supervision of department staff, including personnel professional development, performance assessments, recruitment and preparation of reporting procedures for program implementation activities (e.g. production summary, target attainment, etc.).
- Oversees the budgeting, invoicing and tracking of expenses and energy savings, as well as the development of RFP's for contracted services.
- Oversees the integration of strategic activities between the customer, program administrators, advisory consultants and vendor/contractors to yield customer-centric programs and services. Leads initiatives that research, identify, develop and implement new value-added products and services for all customer classes.
- Develops relationships with key customers, stakeholders, and contractors that participate in assigned energy efficiency programs.
- Leads process improvement initiatives within area of responsibility and engages stakeholders to ensure all resultant improvements are delivered on time, on budget and within scope approved by management.
- Executes on department plans to ensure compliance with regulatory filings and oversight of rate-payer funds for Energy Efficiency programs.
- Leads the development of draft testimony and testifies in front of regulatory and legislative bodies as assigned.
- Represents Eversource in national energy efficiency conferences and/or stake holder events (e.g. ACEEE, ASHRAE, ACI, and CEE).

This position is responsible for providing project/program management services to customers for electric and natural gas energy efficiency projects. This position supports the development, promotion and implementation of energy efficiency programs to meet established goals. This position is responsible for providing energy efficiency project/program management services to customers for electric and natural gas energy. This position leads the development, promotion and implementation of energy efficiency programs to meet established goals. Regularly interacts with regulators and/or other non-utility energy efficiency stakeholders with an occasional support of regulatory interrogatories in writing or in public hearings.
- Analyze and quantify customer load curtailment capabilities (residential and commercial) and load aggregation potential
- Create outstanding marketing campaigns that recruit, enroll, and retain high-value customers
- Manage customer settlement and assist with M&V reporting to ensure that programs get results
- This role requires the candidate to develop an understanding of how consumers can reduce electric consumption during peak periods to balance supply and demand on the grid.
- Moreover, candidates will need to develop a strong understanding of key demand reduction technologies such as programmable communicating thermostats (PCT), battery storage, thermal storage, advanced building software & controls, demand response, and Distributed Energy Resource Management Systems (DERMS).
- A successful candidate will develop forecasts and scenario models, create an engaging marketing strategy, while applying industry best practices.
- Generate market trend analysis reports and provide thought-leadership for implementation strategies

San Diego Gas & Electric Company Issues Its RFO Seeking Resource Adequacy Via the 2022 DRAM

On February 23, 2021, San Diego Gas & Electric Company (“SDG&E”) issues the 2022 Demand Response Auction Mechanism (“DRAM”) Request For Offer (“RFO”) seeking demand response resources. This RFO is in accordance with Decision (“D.”) 19-07-009 – Decision Addressing Auction Mechanism, Baselines, and Auto Demand Response For Battery Storage issued on July 12, 2019 by the California Public Utilities Commission (CPUC or Commission). The 2022 DRAM RFO is seeking system, flexible and local Resource Adequacy (“RA”) resources via a standard, non-negotiable Demand Response Auction Mechanism Purchase Agreement (“DRAM PA” or “PA”) for execution in accordance with the Request for Offer (RFO) Protocols.

The DRAM is a pay-as-bid auction for Offerors to participate directly in the California Independent System Operator (“CAISO”) market, with participation from customers in SDG&E’s service territory.
SDG&E (along with SCE and PG&E) will host a bidder’s conference on March 1, 2021, via web conference to ensure successful participation and interactive feedback. Webinar and outreach event information is posted on the DRAM RFO website (see above link). Offers in response to the DRAM RFO are due on March 12, 2021. SDG&E encourages respondents to carefully review submission requirements and provide sufficient details in all required bid forms.
