The Pacific Gas and Electric Company (PG&E) Excess Supply Demand Response program (XSP) demonstrates capabilities of demand-side resources to consume or decrease load as a service to the grid to address intermittency due to oversupply of renewables generation as distributed generation accelerates. The California PUC Load Shift Working Group noted in 2018 that the XSP was the only existing load shifting participation model. Designed to capture the full value of flexible resources to the grid it has been incorporated into initiatives across various consumer types including the California Energy Commission EPIC Total Charge Management project, PG&E’s Electric Vehicle Charge Network Load Management Plan, and the Pittsburg USD School Bus Renewables Integration Project.

In 2018, events were triggered using PG&E developed excess-supply forecasts. Of the total number of dispatches in 2018, 221 of the dispatched hours aligned with the CAISO’s reported renewable curtailment hours for 385 MW of consumption. On average, participants in the XSP can expect eight dispatches per month. Regulatory efforts have already begun in California to develop new models of participation for resources that can respond to load increase dispatches and lessons from the operation of the XSP have already gone on to inform these efforts. The XSP is the first step of what is to come with regards to developing participation models that can fully utilize resources with these flexible characteristics as a service to the grid.

Jonathan is an Expert Product Manager at PG&E and currently manages PG&E's Supply Side II DR Pilot (SSP II) and Excess Supply DR Pilot (XSP), which are exploring how demand-side resources can provide additional services to the grid, particularly with respect to providing distribution value and/or consumption of excess generation. Jonathan previously managed PG&E’s Demand Response Emerging Technologies and Permanent Load Shifting programs and has been involved in various regulatory proceedings covering a variety of topics, including DR, DER, energy storage, multiple use application, and wholesale market integration. Before joining PG&E, Jonathan worked on utility renewable generation procurement at the California Public Utilities Commission. Prior to working in the energy industry, Jonathan spent almost a decade in Silicon Valley, first at Intel and later at a technology consulting company working on process improvement projects for advanced semiconductor companies around the world. Jonathan received his Bachelor of Science degree in Applied Physics from the California Institute of Technology.

Beth Reid is a proven leader with over 15 years of experience in the energy industry including senior management positions at multi-national corporations such as ABB and VECTRA Technologies. Throughout her career she has specialized in creating and implementing customized solutions for clients in regulated and de-regulated markets that incorporate both technological and non-technological components. Most recently, she has been focusing on helping clients develop cost-effective solutions in the areas of demand response, renewable resource utilization, and other environmental topics. Beth is a results oriented professional with a record of implementing successful initiatives in the industry ranging from coordination of regulatory filings, to the development of innovative demand response programs to market entry for renewable generation resources. Having worked in both the retail and wholesale sectors, most recently as Managing Director at APX, responsible for the Demand Response and Professional Services group, the breadth of Beth’s experience enables her to bring a unique and valuable perspective to client collaborations. Beth holds a Masters of Business Administration degree from the University of Washington and completed her undergraduate degree work with a specialty in Economics at the University of Michigan.


Paul Miles

PECO, an Exelon Company and PLMA Vice Chair

Since 2001, Paul has served as Manager of Marketing Technical Services for PECO, an Exelon Company. He manages a team providing support to all customer classes related to energy efficiency, demand response and distributed energy resources. He played a key role in the development of PECO’s first Energy Efficiency & Conservation plan, involving a DR requirement to reduce system peak load by 355 MW over the top 100 hours of system usage. Today Paul provides oversight for PECO’s Act 129 DR program, a commercial building benchmarking tool linking to the EPA’s Portfolio Manager and various other duties in support of PECO’s suite of energy efficiency programs, notably but not limited to combined heat and power (CHP) adoption. Paul is currently Vice Chair of the PLMA, and a long time member.
