Join this discussion between a representative from the Federal Energy Regulatory Commission (FERC) and the PLMA Chair on FERC staff's recent update to its annual assessment study.

This report is FERC staff's 13th annual report on demand response and advanced metering required by the Energy Policy Act of 2005. It is based on publicly-available information and discussions with market participants and industry experts. Highlights of the report include:

  • Advanced meters are the most prevalent type of metering deployed throughout the country, accounting for nearly half of all meters installed and operational in the United States.
  • Over the past year, electric utilities in Florida, Mississippi, Rhode Island, Virginia, and elsewhere received approval for, or proposed, large-scale deployment of advanced meters, in some cases as part of grid modernization efforts. In Massachusetts, Kentucky, and elsewhere, state regulators and utilities are taking more targeted or cautious approaches to advanced meter deployment, while other states such as Texas are seeking to get more benefits out of their existing advanced meters by leveraging those investments through, for example, data sharing mechanisms;
  • Regulators in several states, including Maryland, Minnesota, Ohio, and Pennsylvania, have approved, or are considering, time-based rate pilots, some in combination with proposed electric vehicle charging infrastructure investments. In other states, including California and Pennsylvania, regulators are considering next steps for demand response and time-based rate programs; and
  • Demand resource participation in the wholesale markets increased by approximately three percent from 2016 to 2017, to a total of 27,541 MW. The contribution of demand

    resources to meeting peak demand increased to 5.6 percent in 2017 from 5.3 percent in 2016

Ben Foster

Ben Foster

Federal Energy Regulatory Commission

Ben Foster is an Energy Industry Analyst in the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission. Mr. Foster joined the Commission in 2013, and works primarily on policy analysis and market design related to energy storage, demand response, and transmission infrastructure development. Mr. Foster is the project lead for the Commission staff's annual Demand Response and Advanced Metering Report. In addition, he recently spent a year on detail at Japan's Ministry of Economy, Trade and Industry, exchanging views on electricity market design and industry restructuring with the Commission's Japanese counterparts. Previously, Mr. Foster was a Senior Analyst at the American Council for an Energy-Efficient Economy, where he led analyses of retail energy efficiency policies and programs, including the annual State Energy Efficiency Scorecard report. He has a B.A. from the University of Virginia and an M.A. from Middlebury in energy and environmental policy.


David Burns

David Burns

Federal Energy Regulatory Commission

David Burns is an Energy Industry Analyst in the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission. Mr. Burns started at the Commission in 2016 and works in a qualitative and quantitative manner on issues pertaining to capacity markets, demand response, and resilience. Prior to joining the Commission, Mr. Burns was a member of the research department at the Solar Energy Industries Association where he provided state and district level analyses of the solar industry to members of Congress and researched the economics of photovoltaics recycling. Mr. Burns has a B.A. in economics from George Mason University.


Samin Peirovi

Federal Energy Regulatory Commission

Samin Peirovi is an Energy Industry Analyst in the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission. Mr. Peirovi joined the Commission in 2016, and works primarily on policy analysis and market design related to transmission infrastructure development, distributed energy resources, demand response, and smart grid issues. He has a B.S. from Arizona State University and a J.D. from the University of Maryland.


Michael Brown

Michael Brown

Berkshire Hathaway NV Energy and PLMA Chair

Since 2005, Michael has worked at Berkshire Hathaway NV Energy — the largest investor owned utility in the State of Nevada. He currently manages a business unit focused on smart grid enabled customer solutions for energy and peak demand management. Michael's efforts have included the design and implementation of: one of the largest two-way communicating programmable thermostat programs in the country; a large scale Home Area Network program that integrates EE and DR; a commercial building DR program that utilizes automated communications and optimization software technology to obtain significant energy and peak demand savings; and, an advanced DR Management System that allows demand side resources to actively participate in utility energy resource portfolio optimization and risk management processes.

Who Should Attend. Utility and regulatory staff as well as other energy industry trade allies and organizations seeking thought leadership and insight on innovative demand response methods to meet peak energy load needs, mitigate price, and manage variable generation.
