Portland General Electric (PGE) has created a technology agnostic, interoperable virtual power plant (VPP) in collaboration with Enbala that enables PGE to offer control, optimization, and demand management of an entire fleet of DERs across various customers, vendors and programs. This multi-program-multi-vendor-ecosystem allows for the customization across DER asset-types, location, participation schedules, and service offerings, while providing visibility into, and integration of, data in an approach that is scalable, sustainable, futureproof, and customer-focused.

PGE’s VPP now includes over 100 large industrial loads, large commercial loads, and small commercial loads; over 150 commercial smart thermostats, and nearly 3,000 multi-family smart water heaters. The VPP is currently integrating a combination of solar, storage, and smart thermostats at a Fire Station with the City of Portland to demonstrate a turnkey microgrid solution in partnership with Powin Energy. PGE is also rolling out a Time-of-Use (TOU) Program and Peak Time Rebate (PTR) Program that will target 58,000 customers in 2019.

Josh Keeling is the manager of distribution resource planning at Portland General Electric. His team oversees the development of short- and long-term plans for the implementation of wires and non-wires solutions on the distribution grid; streamlining of the interconnection process; development of hosting capacity analysis and tools; and strategy for PGE’s virtual power plant. Much of Josh’s work has been focused on flexible loads, smart grid analytics, DER forecasting, emerging technologies, and new product development in the energy sector. Prior to joining PGE, Josh served as manager of statistical analysis at the Cadmus Group. He is a voting member of the Regional Technical Forum and has contributed to a number of standards in DSM including work for USDOE, ANSI, and IPMVP. His background is in quantitative methods and has a PhD, ABD in Systems Science from Portland State University.

Bud Vos


With more than 17 years of energy industry experience, Bud Vos has in-depth experience with providing high-value software solutions to utilities. As president and CEO of Enbala, Bud is leading the company as it continues to expand its industry-leading Virtual Power Plant and DERMS solutions. Bud previously served as the COO of Simple Energy, a SaaS-based company that leverages data analytics to motivate utility customers to save energy. He was also senior vice president of utility sales and CTO of Comverge, a leading provider of integrated demand response, energy efficiency and customer engagement solutions. In addition, Bud was founder and vice president of engineering at Sixth Dimension, a provider of Internet-based control systems for demand response and distributed generation systems.

PECO, an Exelon Company and PLMA Vice Chair

Since 2001, Paul has served as Manager of Marketing Technical Services for PECO, an Exelon Company. He manages a team providing support to all customer classes related to energy efficiency, demand response and distributed energy resources. He played a key role in the development of PECO’s first Energy Efficiency & Conservation plan, involving a DR requirement to reduce system peak load by 355 MW over the top 100 hours of system usage. Today Paul provides oversight for PECO’s Act 129 DR program, a commercial building benchmarking tool linking to the EPA’s Portfolio Manager and various other duties in support of PECO’s suite of energy efficiency programs, notably but not limited to combined heat and power (CHP) adoption. Paul is currently Vice Chair of the PLMA, and a long time member.
